I've never noticed this. I just move by heading, pressing enter or vo-space or space on the item I want. You could also bring up the web rotor with vo-u, arrow left or right to headings, then up and down arrow. Since each result is a heading, you will basically have a list of results here. Press space on the one you want and you are jumped to it; press space (or vo-space or enter) again to actually open the associated link.
