I too have noticed I've been getting a lot more mail busy notifications since upgrading to Mountain Lion. Mail has been a lot less responsive in general. E.g. when moving up and down in the messages list, VoiceOver seems to be a fair way behind my keystrokes. Moreover, I get the mail busy a lot in particular when executing a VO-F find in a mail message. I usually do this when reading the digest version of this mail list. I use VO-F to get to the topics I'm interested in, but I usually have to wait around 20 seconds or so while Mail is busy.
Unfortunately I can't shed any light on the cause of this, but I'd be very interested in any information people have.
