Certainly startup times can vary depending on your system configurations. I just timed my startup from a complete shut down. I have a 2010 MacBook Pro, 2.4GHz with 4GB ram and a 128GB SSD. My startup time from the moment the Apple chime stops to when VoiceOver starts talking at the login screen is 14.3 seconds. I never timed the startup length for Lion. But I'm almost certain Mountain Lion is faster, probably as fast as Snow Leopard used to be. Give your machine a day or 2 to get used the new OS.
