SL definitely bootted quite faster than Lion, let alone Mountain Lion. I think this question's quite subjective, as it really depends on a lot of things, as you said, hd rpm speed, solid state or not, how the startup disk is connected, SATA, vs. ATA, USB, Firewire, Thunderbolt, etc.
You're processor also can play a factor, as an I5 is gonna be logically faster than say, an I4. Also how full is the drive, and what login items do you have running at startup and what daemons/services are running at startup. So, it's really difficult as you see to give an exact average boot up time, but I'd say, for me at least, it's around a minute and a half, maybe 2 minutes pushing it, soaken wet.
