When you start the installation, VO will already be running, or at least it 
should be.  You only have to enable it when you re-start.  As to when to invoke 
VO, I waited about a minute or so, and tried it.  If it doesn't work, just keep 
trying with Command F5 and it will give the familiar message, VoiceOver on and 
then you're good to go.  The voice will be different, but when you re-start a 
second time once Mountain Lion is installed, the familiar Alex will return.
