That sounds like storage on the Gmail server. A lot of that gets weeded out by Google (trash, spam, etc.) You can set the Mail client not to leave messages you download on the server.
As for storage, I use Time Machine backup. I have had to restore mail folders from it once, but it works pretty reliably. I also make a habit of creating a mailbox right in the folder list for messages I want to save for later, which I call "Archive." I've done this for years.
