Ahh, what I gave you was the keys to just make a bullet symbol. I haven't played around with Pages enough to know how to make a bulleted list out of, say, several lines of selected text. I fiffled a bit and it seems like you first have to type your lines of text. Then I used shift+arrows to select the lines and then I did a Show Inspector (command+option+i). Across the top of that window are 10 radio buttons and #4 is the Text button. Once you pick this (VO-space) you'll find all kinds of options to apply to your selected text stored in four tabs labeled text, list, tabs and more. Select the list tab and then under that you'll find options for indent and bullet style. Once you've picked those you can switch windows back to the main Pages window with command-tilde (top left below the esc key on my keyboard) but you can't get back that way. To get back you can either do command-option-I to close the inspector and then do it again to open the inspector which sucks your focus to it, or you can use the window chooser (vo-f2 twice). The window chooser names the inspector as whatever tab you last left open. So if you left the inspector on the "text" tab then that will be name of the window, vs. Wrap, Links or any the other 10 tabs. A bit confusing they do it that way.

Are you asking about how to type bullets or how to make a bulleted list. I 
don't use Pages all that much but generally typing Option+8 make a bullet 
character.
