Like others I cannot reproduce the problem. Some times it happens every couple minutes, or I can go a day with only one or two occurrences. Since I recently reformatted my partition and reinstalled snowLeopard, I doubt that repairing permissions would have any affect.
I don't recall this being an issue until installing 10.6.5,. For me the latest update made it much worse and rendered browsing in Safari virtually impossible in many instances. Best regards.
