Growl is very much accessible. Simply switch the display style to speech and 
you're good to go. You can do this from with in System Preferences>Growl.

The way Growl handles speech is slightly odd, though, as it speaks everything 
at once. That means that, if you get Skype chats and three to four people 
typing at once, it will announce all of this as soon as it happens. This means 
that occasionally, more events will speak at the same time. Growl is highly 
customizable, however, so you can change which events you want to speak for 
applications that implement Growl. Skype doesn't really need Growl, though, as 
Skype supports its own application events except automatically speaking chats.

I'm currently looking at the source for Growl, so any suggestions for the 
Speech style would be welcome. I took it upon myself to look at this 
development, as not a lot of people besides visually impaired users utilize 
this style and no one seemed interested to develop it much further.
