You're right, that does sound stupid. Surely if you start the Mac up before the Apple TV, it should always be found as the Mac advertisement will be picked up by the TV when it boots. Not sure why it's so hit and miss for you. I'd suggest connecting your Mac and Apple TV to your network using Ethernet if you have not already done so.
