I've always done this with a USB keyboard connected, then set up a Bluetooth keyboard afterward. I can't do that any more because I no longer have a USB Mac keyboard, and even if I still had the old one, it had a USB-A connector, and the new machine is all USB-C and Thunderbolt. If I look in my spare parts and cables collection, I might find an adapter from USB-C/Thunderbolt to USB-A, but it's all moot because I don't have the keyboard any more. So then, what's the correct way to get the Bluetooth keyboard I wish to use properly connected with the new Mac?

I would suggest running some Web searches to find out whether this is even possible on the first boot.

Note that Apple devices can accept non-Apple USB keyboards, although this may be slightly inconvenient. When I did this some years ago (briefly - I can't remember the reason), the Windows logo key - also known as the Super key - was mapped to the Mac Command key. The Alt key was mapped to the Option key. That's the opposite of what you would expect on an Apple keyboard.

What if you are a first-time Mac owner? They all come with Bluetooth keyboards now--the all-ins-ones, the Minis, all of them. There's clearly a right and wrong way to do this, but the more I think about it, if there's only one Bluetooth keyboard wanting to pair with only one machine, it just happens. I'll let you know.
