Wanting to get a virtual machine set up so I can install Windows 11 om my MBP 
with M3 Max chip.

Can VMWare be installed without sighted asistance, using only Voiceover?

And can it be operated with Voiceover after installation and installing Windows?

And when do I need to get JAWS installed on the VM machine to assist?
