Thanks for your suggestion and support for my continuing realization that 
having it set up the other way (new OS primary, old OS secondary) might be the 
ultimate solution.

Aside from using VMWare (I’ve never used or installed it) would just creating a 
second APFS after a new install of Monterey  for the purpose of installing 
Mojave be a sensible solution?

Or is it that VMWare is a more protective barrier for the transition of those 
widely-variant operating systems?

Historically, VmWare has been more accessible for screen reader users than 
Parallel, but I am not sure if that is still true. There are other reasons, why 
older applications might not run on Monterey mostly due to features that make 
your computer more likely to be compromised for example putting configuration 
information in system directories, installing kernel extensions or using 
plug-inn technology.
For that matter, I understand that the MacOS version that will be coming out 
next week, changes the way OneDrive, Google Drive and similar services can 
clone parts of the file system. Before upgrading to that version, if you use 
any of these check their release notes.
