Thanks for all the tips.

Here’s what I’ve found over the weekend.

Yes, deleting those apparently unnecessary volumes does cause eventual problems.

So after cleaning up, and creating a new clean APFS volume next to my Mojave, I 
ran the Big Sur installer. Migrated using my Time Machine backup. Result was a 
working copy of Big Sur, and an extra volume called Catalina. Strange, yes.

However the switching problem still remains.

Weeks ago I was easily able to switch back/foreth between Catalina and Mojave. 
So of course I wanted to follow up by moving up to Monterey.

Regardless of which (Big Sur or Monterey) is the new OS, I am able to switch 
back to Mojave, but never from Mojave back to Big Sur or Monterey. I end up 
with a Mojave volume, a Big Sur or Monterey Data volume, and a volume called 
Update. That is where I am now. Cannot switch back to Big Sur using the Start 
Disks dialog in System Preferences.

So I was beginning to wonder (as Jonathan suggested) if I should wipe clean and 
install Monterey  and then try to install Mojave on a second APFS volume, 
thereby having the new 64-bit OS as a “primary” and Mojave as a “secondary. 
Does that sound like a meaningful project for another weekend?

Definitely do not delete the other volumes.  Catalina and newer have changed 
the volume structure so that the main system files are on the boot volume, and 
data is stored in other volumes.  This is to allow for the new process of 
“Erase All Data & Settings”.  Similar to iOS and iPadOS, this is now a process 
available on your Mac.  Essentially, it allows the Mac to do a “quick” revert 
to basic factory install.
