Actually, the correct command for navigating by headings is VO + CMD + H..
Navigate by links using VO + CMD + L..
You can add the SHIFT key to navigate in reverse order.
You can turn on Keyboard Help using VO + K, and then using VO + CMD press
various letters and learn what they do while navigating the web using Safari.
You can also turn on QuickNav, and then turn on single key navigation using
VO + Q to navigate using single keys.
With QuickNav turned on, you can use numbers to navigate by heading levels.
Check out VO Help for much more information on accessing the web using Safari
and VoiceOver.
I much prefer navigating the web on a Mac with VoiceOver than doing so on
Windows using JAWS, but I realize that on this list, I am preaching to the
choir.
