Hello Shirley,
You open the web rotor by pressing VO-u. The rotor is like a series of 
drop-down menus, each listing all the items of a particular type such as links, 
headings, form controls etc.
To find commands, press VO-h-h and you’ll have the full list of VoiceOver 
commands. If you want to find commands relating to links, just type the word 
link and the list will shrink to show only commands with the word link in them.
Some commands have no shortcut assigned to them, but you can always add one 
using one of the commanders.
You should explore the VoiceOver Utility as it has lots of settings for you to 
customise your Mac.
