I tried this once, and couldn't get it to work.
So should you turn on quick nav while in Safari, when setting up the VO
activity?

Okay, my verbosity was already set to medium. There was no disclosure
triangle after the hot spots button, but there was a “Additional
settings” item. Then following was a menu of web and applications. So
for the heck of it I clicked on the “additional settings” and there by
golloy was all that additional stuff. So now I found the checkbox for
Quick Nav. Thanks for your patience.
