His @me.com address is an Apple ID and it is permanently tied to that particular account. If, say, his current Apple ID was ke...@kevin.org and he has ke...@icloud.com set as an alias, then, he could promote the kevin@iCloud address to be that account's Apple ID. However, once done, Apple clearly states that ke...@icloud.com would be the permanent email address for that particular account because the @iCloud.com is owned by Apple. In short, the only way one can continually swap out email addresses for any one particular Apple account is if one uses third-party email addresses. Once an Apple-owned email address is assigned to an account as its Apple ID, it cannot be modified.
