Is there a version of VIM or VI that would work on the mac?
These are linux text editors I'm just wondering if something like that might
work for you.

I am taking a different path to see if I can easily create or edit text
files on the Mac that will read correctly in Windows.
TwctEdit does not insert the CR and LF codes needed by Windows. I do not
want to take extra steps to work around this such as using LineBreak which was
last updated in 2008. If I can save files as .txt in Pages that may work but
again, that means extra work.
So I am looking for accessible (and free) text editors for the Mac that
just might work.
