Hello Karen, Yes, the startup and shutdown vibratory feedback is built into all Android phones. The feedback is a function of Android.
This thread is kind of going beyond its original scope but I will add here that I have owned several different brands of Android devices since 2010 and my favorite company is Samsung and my favorite screen reader for Android is the native Samsung screen reader, not Google Talkback. Android may b everywhere, but it is by no means consistent, especially where Accessibility is concerned. Not everyone needing access is going to join a list like this, we still fall rather short of projecting that different access is not tied with disabled. Lots will visit a store and ask about the accessibility...and get any number of stories about its existence, its function, its ability to enhance a lifestyle. I do not use a smart phone for this reason to this day. Well technically one of mine is sort of smart, but it has buttons, not a touch screen. almost got one, an Android Motorola phone, because Motorola used to bend over backwards sharing accessibility information. Then google bought Motorola, broke, it, and sold it. Speaking only for myself, because choosing a safe voice must be done first, I cannot even consider an android phone because unlike with Apple I cannot walk into a store after making an appointment, sit down with a reasonably aware person, and test drive the voices before i even consider the rest.
