There's seems to be a very high premium favoring silent boot in the sighted world.
We had this fight several times over on Linux. Fortunately, we were able to add configuration options both to the grub bootloader and to the GDM graphical desktop display manager to allow for making sound. But, there was significant and persistent opposition to making something sonic the default. They even objected to a simple beep. I kid you not. So, I can understand why Apple would want to disable the chime. What I can't understand is why it's unavailable to be turned on for those of us that rely on it, especially as how the boot menu times out. On Linux we are at least able to add sound back in in our configurations.
