Hello Christine, Not that this will help you now but, this problem has been well documented with Apple developers.
Based on my experience with reporting Mail bugs, it can take up to an entire release version in order to resolve these kinds of things. I'm not saying it will take to next year for this to be fixed but, based only on my personal experience, I wouldn't expect a fix until 10.14 or Mac OS 11. This is one of the reasons why I have not updated to High Sierra on my primary Mac Partition.
