Well you see it may be and I don’t know for sure that Canadian and US WiFi uses 
slightly different channels.  I know that US and Japan are different where 
Japan has more channels if memory serves.  So if there are different spectrum 
management methods and channels used they will overlap in unpredictable ways 
which may be why your neighbor is introducing issues.  On 2.4 GHz try to be 40 
MHz apart from your neighbor and on 5 GHz just be on a different channel 
entirely and you should be good.
