Hi, Assuming you have the backup already created, here is what you do. Plug the external drive in to your new macbook air. Now, press command - r and you should boot in to recovery mode. Turn on voiceover and you should see a few options. Interact with the table and select restore from timemachine backup. Assuming you have the disk plugged in, you should be guided through the restore. When I got my new hard drive, I used another tool called super-duper. With that, I could boot in to my old system and transfer anything to the new drive. Good luck! Let me know if you need help.
