Very dumb question but, does the dongle have a power button/switch? Does anything run on battery and need to be charged?

For some reason, my Mac Mini, which is running Yosemite, will not see the USB dongle for my headset. It does not show up under input or output under sound in System Preferences. I have used an identical model sometime ago. My partner also uses this model on her mini, running Yosemite with no problems. Can anyone think of a reason why it would not detect the dongle? I have switched it to all USB ports, but no dice. Once, it saw it but could not switch to it and use it. I do not know the model number.
