Hi,

You actually don't need VoiceOver to be controlled by AppleScript for  
that feature to work. If it is not checked, it will attempt to use the  
built-in speech and use the custom settings you have set in System  
Preferences>Speech>Text To Speech tab. of course, that is when it  
comes to things such as speech-related commands.
