First yes the OS will update the time provided the checkbox is checked  
and by default it is. This is in system preferences under date and  
time. DOn't worry, your covered. As far as what you were told  
concerning the option key and letter 't' for having the time  
announced. Well first be sure you have checked allow VoiceOver to be  
controlled with Apple Script and I recall you have done this, but  
there is one final step and you must check enable keyboard commander  
which is the third tab under the commanders section of the VO utility.
