Yes. Once the unit boots off the network, you can turn on VoiceOver. But not before. Use Ethernet, and you don't have to do that.
It certainly is convenient to build a disposable USB installer thumb drive. Remember to go to the Mac App Store and download and remake your USB stick whenever the installer is updated, to save you downloading updates again later.
