Ok, I tried turning off Smart Quotes directly in Pages itself through the 
options you gave. Smart Quotes was checked. Unfortunately, after unchecking it 
and my punctuation level being set to most I read a line or two that contained 
quotes but Voiceover still wouldn't read them out to me.

So, what would you advise me I do next. Pardon my ignorance, but what are smart 
quotes anyway?

If it helps I used shift and the key two letters to right of the L key.
