Read your own message with punctuation set to most, and see if you hear the 
quotes. I did, and my level is at most. What I'm trying to work out is if this 
is specific to Pages somehow, or if it has to do with a substitution. I've 
noticed that when Smart Quotes is on, replacing normal quotes with those fancy 
opening/closing ones, the fancy ones are not spoken no matter what. Disabling 
this and using normal quotes eliminates the problem.
