It's not peachy, but I'm fairly optimistic. Although for various reasons I don't believe Ofcom has real teeth, we do have social acceptance of audiodescription and subtitles on public broadcasts, which goes a long way to making the case for it. That's one genuine advantage of having taxpayers pay for content. We also now have exceptions to copyright for alternative formats. However, I imagine the real reason that Ofcom is asking is that there are commercial pressures against it, so there's plenty of work to do yet.
