safe mode is not accessible with voiceover. I had to use it recently. I can't 
remember why. I do recommend writing to apple accessibility to tell them about 
these potentially useful modes that currently do not work with voiceover so it 
can be changed.

Still no excuse. You can choose the thumb drive from Startup Disk in System Preferences. 
You should see something like, "Os X 10.9.2 installer" in the startup disk 
group of radio buttons. If you don't then either it's the incorrect thumb drive, no thumb
