I've just tried the free version and it works for me. It displays ads but it still works. However, this is on a phone that also has the paid version, but I don't think that should make a difference.
Did you find its entry in Settings and make sure that Speak out is on? Interestingly, I used it just now on one of my husband's English-teaching books and the language for the app was set to French. Goggles translated what it was seeing and did a reasonable job of it, too.
