Yep, headers and footers are certainly accessible, you have to  
interact with the drawer to get to them, Nisus Writer Pro has many  
pallets which can be brought into the Drawer and that takes a little  
getting used to, pallets contain buttons, edit boxes and so on which  
control things like formatting, tables, styles etc.
