Starting lyx gives me this warning on the terminal. Is it something to 
bother about?

more serious:
if I try to export a pdf output from my document, I get

! Package babel Error: Unknow option `ngerman'. Either you misspelled it
(babel)                or the language definition file ngerman.ldf was not 
found.

 and no output.

I use lyx 2.0.6-1+b1 and texlive 2013 under Debian

In the internet I found 

I solve my problem installing all the complements of Texlive from Synaptic
Package manager, to  my computer with Ubuntu 13.10
When I upgrade from Ubuntu 13.04 the newest version of Texlive was
installed but not the language complements and other programs, then
systematic errors araised.
What is meant with "all the complements"?
In synaptic there is no texlive-lang all under 2013, whereas it is under 2012.
Can I use the 2012 or what would you recommend?
