No; this is the on-screen label, so translate it only if you care whether the GUI is in English or French. The LabelString entry dictates what appears in the document, so you'll want to translate that.

Yes, LyX will find the standard ones, so you need only bundle those files that you are altering.

3) What would be the best place to put the translations on the wiki? I
tried to figure out where I would have searched them, but I found no
obvious answer.

Best is always a subjective question when it comes to organizing the wiki. :-) There's a page for modules (http://wiki.lyx.org/Layouts/Modules) that contains theorem-ish modules I contributed; you might add them there. Alternatively, you could start your own page for translations.
