Looks like the float (image + caption) is a bit taller than half a page,
then? You can have several floats on the same page, but there have to be
room for them (and for some blank space between them too.)

If your floats are small enough, make sure they are allowed to appear
anywhere on the page. If they are set to go only on the bottom, then
they may go on separate pages even if there is room.

  I cannot recall having such difficulties before. Could this have anything
to do with mixing .jpg and .pdf inserts in the same document?

Mixing shouldn't cause problems on its own. But pdf's can be tricky, sometimes they contain a lot of white space around the visible
figure, and then space is reserved on the page for this "blank"
part of the figure.

The same problem can happen with a jpg that has large white areas. In such cases, use an image editor to cut off excess white.
