A basic standard LaTeX system should fit into <~ 20 MB but as already said it not required by LyX. It could help, if you (or any other interested person) could try LyX without LaTeX (deinstall LaTeX and reconfigure LyX or install LyX on a box without LaTeX) and report the experience and problems.
