Sorry I remember wrong. Type "regedit" directly at start->run instead of "cmd".

I faced similar before and I fixed simply by completely uninstall previous 
version of Lyx. By completely I mean remove things from registry. In windows 
try start->run then type "cmd" then type "regedit" at prompt then ctrl-F to 
find Lyx then delete lyx in that registry (alternatively download Cclean and it 
clean up automatically). Reboot then install Lyx 1.5.1 again and hope it work.

I've been an avid user of lyx 1.4 and thought I would install the latest
version.
I uninstalled lyx 1.4 and installed 1.5.1
Unfortunately, when I try to start the program (either directly or by
clicking on a file) I get a message box that states:

LyX has been closed because of an unexpected situation.
This is most likely caused by a flaw in the software.

When you open your documents again, you will be able
to restore an emergency save and continue working.
