Hi I faced similar before and I fixed simply by completely uninstall previous version of Lyx. By completely I mean remove things from registry. In windows try start->run then type "cmd" then type "regedit" at prompt then ctrl-F to find Lyx then delete lyx in that registry (alternatively download Cclean and it clean up automatically). Reboot then install Lyx 1.5.1 again and hope it work.
