Or there is a tool development/tools/mkdoclinks.sh that will allow 
you to run from the build directory. From development/ChangeLog:

2002-10-23  Angus Leeming  <[EMAIL PROTECTED]>

        * tools/mkdoclinks.sh: new file. Run in <source>/lib/doc to
        generate symbolic links from that dir to  whereever the LyX
        documentation is to be found. This enables a non-installed LyX
        to find these docs.

Oops, perhaps that isn't relevant. Still, I did write such a tool to 
enable you to have a l10n-aware lyx to run from the build directory. 
Maybe it's in the development dir or maybe it's in the archives...
