LANG=de_DE LC_ALL=de_DE lyx13  gives good ol' English.

*shrug*

I tend to ignore new features like localisation, keyboards with strange
layouts, (ok, not really true. I've now five Compose keys...),
'desktops environments', editors that need booting and things like that
;-)
