I guess, somehow LyX still thinks your text is English. 

How did you do the translation. Is it still the same document that used to
be English or did you start a new one for the translation...

* Do you get all your text blue underlined?  -> Mark it and do
  Layout>Zeichen>Sprache>Zur�cksetzen
  
* If nothing helps, try a new document (with Language = German, of course). 
   - Insert a dummy Section and ToC to see whether it comes out German
   - Copy the LaTeX preamble from the foulty one to see whether something
     went wrong there...
   - Copy the content (maybe picewise) to see what happens.

* If all goes wrong, make a small example file...
