AFAIK, there's no good online stuff for that ... there is some basic (and IMHO also good) documentation in the latex2e guides, e.g. clsguide.dvi: LaTeX2e for Class and Package writers as well as other guides under /usr/share/texmf/doc/latex/base/ in my TeTeX installation.
