if you are free to switch to linux than do it
its much better and easier than cygwin (but cygwin is the only way to live with 
windows, if you are forced to use windows)

andre provided commands for grabbing and installing lyx
but you also need the xforms rpm available in the contrib directory on lyx ftp site
