Hello Rich,
I do not meet any problem for scaling the figure through the Lyx interface. I have just deleted the bibliography reference (I don’t have your bibliography file) and it compiles. Here the example where I used 100% textwidth as width. I do not include the graphic not to increase the size of my message. You can test by putting it in the same folder as this lyx file. The Latex file shows the commands inserted by LyX.
