The command buffer should be accessible from View > Toolbars > Command Buffer (unless it lived in a different place back in 2.3.2), or alternatively using the shortcut Alt + x (unless that gets mapped to something else, but it's been Alt + x on my system as far back as I can recall).

Thanks-- I am getting a great tour of some useful features of Lyx that I never explored.  With Paul's help, I found the command buffer, and typed /Insert > Separated Frame Below/, but it did nothing.  I must be very motivated, since I did the unthinkable, and (re)read the Lyx/Beamer manual (V. 2.3).  It makes repeated infuriating references to the missing Insert Frame Separator, etc.   It also mentioned some keyboard shortcuts that do not work, as tips for an easier way of accomplishing this (apparently heroic) task of inserting an end-of-frame.
   Square One is my home now...

Insert > ... is a menu selection, not something to type in the command buffer.

With the cursor at the end of the content of a frame, type 'call newframe' (without the quotes) in the buffer and hit enter.

Who said persistence cannot make up for stupidity and ignorance?   I finally found what was my problem, and-- even better-- I solved it.  My mistake was that I was trying to insert an end-of-frame NOT in the standard environment, but while the cursor was in some graphics environment (I think).  Once I managed to get the cursor into a non-magical environment, the missing commands appeared in the Insert menu, and all is well. I guess Lyx tries hard to help the user by hiding from her the commands that cannot work in the current environment.  That is a sensible thing to do, but when you are as ignorant as I was (until now) it can get very confusing and frustrating.    In addition, although I cannot upgrade to V. 2.3.6, the "missing" commands exist in 2.3.2.
   Thanks for the speedy and helpful advice--  it is much appreciated.
