A second approach:
1. Open outline window to left of beamer class window if not already
open.
2. Place cursor on the frame you want to move.
3. Use the up- and down-arrows at the bottom right of the window to
move the
fram to where you want it.

Forgot about that (since I never use the outline window). Unless the
slide is moving a zillion spots, that's certainly easier.

You are looking for Insert > Separated Frame Below. Inserting a
separator is a different command. If you really do not have that command
(I forget what version first got it), try binding a key combo to the
LFUN 'call newframe' (or just type it in the command buffer), which
should work to insert a frame (and worked for me in a number of earlier
versions).
