Polish WindowsXP + ServicePack2, and set the
language for non-Unicode programs correctly in "Control 
Panel" > "Regional and Language Options" > "Advanced"

In my opinion problem is in encoding pl.po, under Linux we use
iso8859-2 but Windows use cp1250.
