It is a bug. Try the following work-around and see if it helps:
1. Replace the configure file in the LyX141\Resources directory with
the newer version attached.
2. Open a DOS prompt in the LyX141\bin directory. You should see the
file tex2lyx1.4.x.exe there. Execute the following command:
ln tex2lyx1.4.x.exe tex2lyx.exe
The ln command should be installed in the MinSYS bin directory (MinSYS
being one of the required packages). If the MinSYS bin directory is not
on your system command path, you will get an unknown command error when
you try to run ln. In that case, specify its full path (typically
something like "C:\Program Files\msys\1.0\bin\ln.exe" -- include the
quotes).
3. Open LyX 1.4.1 and use Tools->Reconfigure, then close and restart LyX.
File->Import->LaTeX... should now be there.
